LUM driver database

What is it?

A comprehensive database that integrates European Union (EU) policies and payments related to agriculture, forestry, and other land use management (LUM) drivers. The database includes farm-level agricultural subsidies, cohesion funds, LIFE environmental projects, and non-policy datasets such as land rents, sectoral income, and biophysical data at the NUTS 2 resolution.  

The LUM driver database is designed to support spatially explicit models that assess the economic and environmental impacts of EU policies across regions and time, as well as interactions between economic drivers and land use changes over time. This data can inform scenario-based analyses, such as projecting future land use patterns under different policy regimes or climate conditions.

Short description 

EU Farm-level payments 

LAMASUS policy payments database at NUTS3  

This dataset contains information on 20 FADN (Farm Accountancy Data Network) subsidy payment categories, expressed in €/ha, at the NUTS3 level for every second year over a 20-year period. The allocation approach used farm-level FADN subsidy payments to derive this data, thereby ensuring confidentiality.

Cohesion and Regional Fund Payments 

EU Regional Policy Payments 2014-2020 

Project-level database: projects receiving payments from 2014 onwards were taken from www.kohesio.ec.europa.eu. Restricted database: data available upon request (contact-lamasus@eurtd.com).  

LIFE database 

https://zenodo.org/records/17360239  The LIFE funding scheme co-finances environmental and climate-related projects and facilitates innovation and collaboration. The LIFE project data obtained from: https://webgate.ec.europa.eu/life/publicWebsite/search was processed and mapped to Natura 2000 and NUTS regions.  

AFOLU policy database 

AFOLU policy database for EU27  Agriculture and forestry-related policies and measures that are planned, adopted, implemented and expiring after 2022, sourced from the UNFCCC, 2024 Fifth Biennial report, the NECPs, and EEA database of policies and measures.  

Environmental policy layers 

Natura2000 sites on the EEA reference grid (1km) 

This dataset provides spatial information linking Natura 2000 site designations to the EEA 1×1 km² reference grid.
This dataset has been generated by combining Natura 2000 spatial boundaries with the EEA reference grid to produce a harmonized representation of site coverage at the 1×1 km² level. 

Agricultural land rents  

LAMASUS NUTS-level agricultural land rents 

This dataset provides harmonised estimates of agricultural land rents across the European Union, derived from the Farm Accountancy Data Network (FADN) and aggregated to the NUTS 0 (national) and NUTS 2 (regional) levels.  

Forest land rents  

LAMASUS NUTS-level forest land rents 

This dataset provides spatially explicit estimates of forest land rents, expressed as the Net Present Value (NPV) of forestry operations in EUR per hectare. The estimates are based on biophysical and economic parameters describing wood production, planting costs, and forest productivity across Europe, and are aggregated to different NUTS levels (NUTS0–NUTS3). 

Sectoral income and employment 

LAMASUS NUTS-level economic data 

Spatial and temporal economic data compiled from the Annual Regional Database of the European Commission (ARDECO) and education attainment from Eurostat, covering the period from 1980 to 2021 

Biophysical data  

LAMASUS NUTS-level biophysical data 

Spatial biophysical data (i.e., aspect, elevation, and slope) derived from Copernicus and topsoil properties derived from ESDAC 

Climatic data  

LAMASUS NUTS-level climate data 

Climate data (precipitation and temperature) aggregated from the CHELSA-W5E5 v1.0 data for the period 2007 to 2016  

Public FADN data  

LAMASUS NUTS-level agricultural data derived from public FADN 1989-2009 (SGM) & 2004-2020 (SO) 

Agricultural data compiled from the FADN Public Database, further disaggregated to the NUTS (0-3) according to the 2016 NUTS classification resolution, using Corine Land Cover information about agricultural area
